12 states challenge White House plan to freeze mpg penalties

Led by California and New York, 12 states petitioned to reverse the Trump administration’s move to suspend a 2016 Obama White House rule that more than doubled penalties for automakers that don’t meet fuel efficiency rules. Automakers claim the fines could cost the industry up to $1 billion a year.
