Few people are left at Riviera Villas, a small rundown apartment complex on a blighted stretch of Mercy Drive in Orlando. Most of the tenants — single moms with young kids living off food stamps and low-income families on disability — have already been evicted, despite a national moratorium on evictions imposed because of the coronavirus pandemic.
